As of 31 December 2020, the government legislated that all licences in WA of 10,000 kL and above require meters.

Some properties under 10,000 kL also need meters if determined by the water licence conditions, at DWER’s discretion. For example, licences in properties with bores in more than one aquifer generally require all bores to be metered.

Metering is legislated to enforce conscientious water usage within WA’s limited supply.

DWER requires a meter for any bore that is associated with a licence for at least 10,000 kL, or specific licences of its choosing.

DWER requires meters to be installed to approved specifications. Installation must comply with the Rights in Water and Irrigation (Approved Meters) Order 2009.

Failure to comply with installation policies attracts a penalty of $2,000 and a daily penalty of $200 under prosecution.

Frequently asked questions (FAQ)

According to government legislation, all licences in WA of 10,000 kL and above require meters.

Some properties under 10,000 kL also need meters if determined by the water licence attached (such as licences in areas with more than one aquifer).

If it’s detected you have a bore that needs metering, but you haven’t fitted a meter, you’ll need a meter as soon as possible.

If the DWER see that you’re doing the ‘right thing’, they may not give you a fine.

In some cases, water licenses can be reclaimed if bores aren’t fitted with meters or logged correctly.

We recommend you get in contact with us, or another provider, as soon as possible. We can handle the communication with DWER to solve this problem.

The DWER Enforcement and Compliance Policy outlines that the department undertakes inspections, analyses aerial and satellite imagery, and use water intelligence, to detect and enforce prohibition of unauthorised water usage in WA.

This means that if you get caught without a bore meter you will get fined.

Failure to comply with these requirements is an offence and attracts a penalty of $2,000, and daily penalty of $200 under prosecution.

Non-compliance results in further penalties, which without required payment and compliance, may result in prosecution.

If you don’t utilise your water licence allocation for 3 years, it’s likely it will be reclaimed.

You need to use your full allocation, within 5% of the total licensed volume of water, and once your property is set-up (expected to be done within 3 years), that you will fully utilise and not exceed the allocation each year.

If DWER determines that you don’t need or are wasting your water allocation, it’s likely to reclaim your licence and trade it to someone else who will use the allocation.
